The Nordic climate goals face challenges from 2021-2023 energy price hikes and following governmental price compensation measures. This report presents an evaluation of the measures’ effect on income distribution, climate, and the environment. 

The evaluation reveals inter alia that many measures omitted redistribution to low-income households, and many impeded effective resource allocation and emission reduction. 

To avoid conflict with climate policy, it's important that compensation measures are temporary. Effective alternatives, like flat-rate or regressive transfers decoupled from current consumption, could improve results.
